National Preparedness

Salus draws directly from the development and practical application of national preparedness doctrine. Chief Operating Officer Marc Duncan co-authored and peer reviewed FEMA’s 2012 Comprehensive Preparedness Guide 101: Developing and Maintaining Emergency Operations Plans, helping shape national guidance for the development, integration, maintenance, and evaluation of emergency operations plans.

 

In 2013, Marc served as a co-author and subject-matter expert supporting development of FEMA’s Comprehensive Preparedness Guide 201, which advanced the federal Threat and Hazard Identification and Risk Assessment methodology. These principles form a foundation for SalCAPA™: identify threats and hazards, establish context, define capability targets, assess actual capability, identify gaps and risk, and determine which investments will meaningfully improve the organization’s risk profile.

 

Salus is built to take that process further than a conventional assessment. We help leaders translate findings into decisions about what to fix first, what risks can be accepted, what resources are required, how improvements should be governed, and how the organization will demonstrate that it is becoming more prepared.

Aviation Capability

Salus brings research, planning, operations, regulatory, security, emergency-management, and crisis-communications experience to aviation and transportation environments. Marc led Airport Cooperative Research Program Project 04-13, resulting in ACRP Report 95: Integrating Community Emergency Response Teams at Airports.

 

As Principal Investigator for Salus Solutions, Marc subsequently led applied aviation-security research on:

• Insider Threat Mitigation at Airports

• Mental Health and Airport Security

 

These programs examined the full capability system—not only the threat itself, but also the policies, technology, organizational structures, resources, training, partnerships, and operational practices required to prevent harm, reduce consequences, respond effectively, and recover.

This work is reinforced by the team’s collective experience in FAA-funded security research, National Academies and Transportation Research Board research, airport law enforcement, airport emergency management, airport operations, airport administration, regulatory compliance, logistics, emergency exercises, evacuation, shelter-in-place, repopulation, and crisis communications.

Air Operations

From 2012 through 2017, under FEMA, Marc led the consultant team responsible for the government’s CONUS air-operations planning, preparedness, and operations. The work integrated aviation, logistics, emergency management, interagency coordination, and large-scale disaster operations.

​

That responsibility included national aviation and airport assessments and planning related to evacuation, logistics, search and rescue, and aeromedical evacuation. This experience gives Salus an operational understanding of the requirements that emerge when an incident demands the coordinated movement of people, equipment, supplies, responders, patients, and decision-makers under time-sensitive conditions.

Salus also brings senior airport leadership through Kevin Murphy, who leads airport law-enforcement and airport emergency-management programs and has testified before Congress; Mario “Marty” Reyes, who directs airport operations, administration, and planning; and Valerie Steele, whose career includes airport operations, security, emergency management, FAA Part 139 safety compliance, TSA Part 1542 security requirements, emergency planning, exercises, and recovery.

 

Major Assessments

Salus leadership has directed emergency-management and public-safety assessments involving Los Angeles World Airports, Raleigh-Durham International Airport, the City of Raleigh, and New York City. These engagements combined risk analysis, operational assessment, stakeholder coordination, preparedness planning, and improvement strategy.

At Raleigh-Durham International Airport, Salus developed and led the airport’s crisis-communications program, which customer representatives characterized as among the strongest of its kind in the country. This work reflects the Salus view that communication is not an afterthought: it is a core operational capability that determines whether leaders, employees, partners, customers, responders, and communities can act from a shared understanding of the situation.

In the New York metropolitan region, Marc initiated and led a major emergency-management research and program-development effort addressing preparedness for people with disabilities and others with access and functional needs. He led the engagement from inception through completion of phase one when the next complex project presented itself.

Intelligence And Security

Salus applies experience from law enforcement, intelligence, investigations, executive protection, special operations, counterterrorism, behavioral security, cybersecurity, protective intelligence, and threat assessment to identify concerns early and support proportionate, defensible action.

Marc has led intelligence and assessment activities in the Middle East and was extensively involved in operations following the U.S. withdrawal from Afghanistan. Cory Richardson and Marc have also led programs in the Middle East, bringing incident response, planning, training, assessment, and operational coordination to demanding environments.

Robert Duncan, Ph.D. brings national-defense, homeland-security, emergency-management, research, and training experience, including leadership of programs at the CIA. J. Kirk Beauchamp contributes DHS law-enforcement, intelligence, and stakeholder-program experience; Matt Espenshade provides law-enforcement, threat-assessment, and intelligence experience supporting domestic and foreign organizations; and Bradley Amstutz brings special-operations, law-enforcement, and community-policing expertise.

 

International Experience

Salus is prepared for environments in which security, logistics, infrastructure, leadership, communications, public safety, and humanitarian needs must be managed simultaneously. The team includes experience in international affairs, humanitarian operations, terrorism, trafficking, port security, complex-event operations, protective services, and multidiscipline crisis response.

Greg Duncan provides international-affairs, humanitarian-operations, terrorism, trafficking, and port-security experience. He served as the military lead in Haiti, bringing direct leadership experience from a complex humanitarian and security environment.

Michael Schaff leads preparedness and response for multidisciplinary international crises. Wayne Black contributes large-scale event-security and event-management experience across domestic and international operations. Together with Salus leadership and operational specialists, these capabilities give clients a team accustomed to functioning when normal systems, information, infrastructure, and decision cycles are under pressure.

 

Protective Operations

Salus supports leaders and organizations operating across the United States, Canada, Mexico, Central and South America, the Caribbean, and the Middle East. The organization provides executive protection, security, protective intelligence, logistics, and operational support for leaders responsible for essential services and critical infrastructure.

Marc leads Salus Station Managers and protective operations across these regions. The organizations Salus supports operate in energy, transportation, artificial intelligence and advanced technology, financial services, and governance—sectors where leadership protection, physical security, intelligence, cyber risk, supply-chain dependencies, continuity, crisis communications, and resilience intersect.

Joe Waring, CPP adds expertise in U.S. station management, executive protection, investigations, and crisis response. Marc is a licensed diplomatic and executive-protection professional, a licensed private investigator, and a firearms instructor, bringing operational and investigative discipline to protective planning and execution.

 

Resilience And Recovery

Salus understands that a serious event is not concluded once the immediate threat is contained. Organizations must restore essential functions, care for affected people, communicate clearly, document decisions, manage legal and contractual obligations, learn from performance, and invest in improvements that reduce future exposure.

Marc has sponsored, led, or coordinated search-and-rescue, disaster-response, and recovery efforts following significant natural disasters in the Caribbean, North Carolina, and Texas. His experience includes energy-assurance planning, cybersecurity program assessments, counterterrorism planning and preparedness teams, red-team programs and assessments, logistics initiatives, and large-scale evacuation and repopulation efforts.

Richard LaBrie, Psy.D. contributes behavioral-security, mass-trauma, and mental-health experience. Randy Hamilton provides communications and documentation support. Richard Eschenbach directs government-facility operations, maintenance, and repair, bringing a practical infrastructure and continuity perspective to the team’s resilience work.

 

Governance And Implementation

A risk assessment is only valuable if leadership can govern, fund, implement, measure, and sustain the resulting improvements. CEO Bridget Lee-Young, CPA brings more than three decades of financial, operational, compliance, governance, corporate, and executive experience to that challenge.

Bridget began as an Internal Auditor with Durham Life Insurance and later held leadership roles as Controller of Hope Valley Country Club, Controller of Indelible Blue, Chief Financial Officer of North Ridge Country Club, Chief Financial Officer of Oceanico USA, and Chief Financial Officer of Synecor. Her work spans financial reporting, budgeting, cash management, taxation, payroll, human resources, internal controls, technology, capital planning, contract administration, corporate structure, systems implementation, organizational development, and cross-border operations.

​

Across her career, Bridget has managed the financial and contractual affairs of more than 20 companies operating in the United States and internationally. She has supported organizational maturity, system design, compliance implementation, governance, and management practices for organizations including McConnell Golf and Chapel Hill Golf.

​

She is the 1,000th professional to earn the Certified Hospitality Accountant Executive designation; co-founded the HFTP Central Carolina Chapter; and served as Chairman of the RTP CFO Forum. She is also a licensed private investigator and has operational training and experience in incident command, HSEEP exercise planning, emergency communications, preparedness, investigations, and Salus THIRA implementation.

 

Technology And Operations

Salus combines field experience with the technical and organizational structures required for reliable action. Don Cahoon, Chief Technology Officer, leads cybersecurity, technology, research, and large-scale systems integration. Simmons Duncan manages the application and integration of technology with legal compliance. Scott Pickett, CFI contributes SalCAPA™ leadership focused on homeland security and critical infrastructure.

These disciplines ensure that Salus recommendations address the practical connections among people, processes, information, technology, legal requirements, contracts, facilities, governance, financing, and decision authority. Developing Capability

Salus leadership also understands that resilience depends on people, standards, discipline, coaching, and performance under pressure. Marc and Bridget helped lead a Salus-sponsored Junior Olympic precision-rifle program that produced multiple nationally ranked shooters.
