Kevin Murphy

Senior Program Director

As a Senior Program Manager for Salus, Mr. Murphy manages aviation law enforcement and emergency management programs.


Mr. Murphy is a retired Police Chief and Emergency Manager from the Cincinnati/Northern Kentucky International (CVG) Airport Police Department where he worked for 27 years. As Police Chief he oversaw all police and security functions, a sworn and civilian staff of over 100 employees, the Airport Security Program, the 911 Public Safety Answering Point (PSAP) and Communications Center, and many parts of the FAA 107 requirements for CVG. Kevin has attended the FBI National Academy, the Kentucky Department of Criminal Justice Training School of Strategic Leadership and various other leadership training.


Upon retirement from the police department after 22 years, Mr. Murphy became the first Emergency Operations Manager for CVG, bringing together disparate emergency response plans and training into a single collaborative response function. As Emergency Operations Manager, he oversaw the Emergency Operations Center and trained those assigned, as well as created and conducted all types of emergency and security exercises. During this time, Kevin was also instrumental in in transforming the CVG Airport Communications Center into an Airport Operations Center, creating the structure, processes and procedures.


Mr. Murphy is also the Executive Director of the Airport Law Enforcement Agencies Network (ALEAN), the most recognized authority of airport law enforcement practices and responses. At ALEAN Mr. Murphy represents the Officers, Board of Directors, and Members in developing working relationships with government entities and aviation partners in the formulation and maintenance of government policy concerning airport law enforcement and security.


He has testified before the U.S. House of Representatives Homeland Security Subcommittee on Transportation Security, "Lessons from LAX Shooting: Airport and Law Enforcement Perspectives." He has represented airport law enforcement in the TSA National Explosive Detection Canine Team program to include participation on the Quality Action Team (QAT) and 3rd party canine implementation working group. Mr. Murphy was also instrumental in TSA’s Airport Public Area Security Working Group representing airport law enforcement in the creation of the Airport Public Area Security National Framework published by the TSA in 2019. Mr. Murphy also participated in the follow-up working group for TSA’s National Recovery Guidelines: After a Mass Uncontrolled Evacuation.
